Black Americans will celebrate
their heritage throughout the month
of February in honor of Black
History Month.
Clayton’s Old Bethel Baptist
Church, on Sunday, Feb. 13 will
begin festivities at 2:45 with a
Black History Program featuring
inspirational singing, poems and a
program honoring black men and
women of the Bible.
On Saturday, Feb. 26 the
Carthage Courtesy Club will spon-
sor the third annual African Ameri-

Texas Area Council of the Boy
Scouts of America is progressing
smoothly, according to its Scout
executive, and despite a change to a
new district, Panola County Scouts
are experiencing few problems.

son and Jefferson counties as the
result of a nationwide restructuring
plan. The Boy Scouts of America'
directed local councils throughout
the country to examine ways they
could provide better support for
Cub Scout packs and Boy Scout
troops, according to Myron Rose-
brook. Scout executive. To meet
that goal, the East Texas council
reorganized the counties in the area
to reduce the number of districts
from 10 to six.

The yearly event honors mem-
bers of Cartilage’s Black commu-
nity for their efforts to promote the
betterment of the community as
well as Black Heritage.
This month, The Panola
Watchman will feature members of
the black community who have
contributed much to Panola County
in a series of articles beginning
with the Feb. 9 issue.
Texas Department of Public
Safety officers have recently made
official the department’s long-
standing practice of filing all mis-
demeanor offenses with the Justice
of the Peace Court which shares
concurrent jurisdiction with the
City of Carthage’s Municipal Court.
The policy was formally
. .adopted Wednesday at a meeting
requested by Panola County Crimi-
nal District Auomey Morris Sam-
ford that included Precinct 1 Justice
of the Peace Pat Davis; Precinct 2
Justice of the Peace Lora Taylor,
DPS Trooper Gordon Tompkins
and Sergeant Mark Helton.
City Attorney Bobby Phillips
told The Panola Watchman on
Thursday that he had not been
made aware of the Wednesday
meeting that was called in reponse
to a request for change of venue
from the IP’s court to municipal
court.
In question was a Class C mis-
demeanor case involving a minor
that originally been filed by the
DPS arresting officer in Taylor’s
office.
Taylor said that she expressed
concerns to the defendant when he
requested that his custodial parent
not be notified of the offense as re-
quired by state law.
"I help a lot of people but not a
minor when it comes to not telling
his parents," she said. "The law is
clear on this. The custodial parent
must be notified when a minor is
charged with a class C misde-
meanor, as in this case."
Taylor said shortly thereafter,
the defendant requested a change of
venue after he consulted with City
Attorney Bobby Phillips.
Phillips stressed that the change
of venue was requested by the de-
fendant and not directly from his
office, although he had no diffi-
culty with the request because the

offense occurred within his juris-
diction.
"There is nothing illegal or un-
ethical about the JP transferring a
case from one court to another
since we have concurrent
jurisdiction in cases that happen in
the city limits.
"The purpose of the city court is
to file case in the city," he ex-
plained.
He said the defendant and a
friend came to his office mistak-
enly believing they were in the
right office, since the offense oc-
curred in the city.
