SPECIAL LAWS. 25
SEC. 17. In all matters not provided for in this Act, the said
board of trustees of said district, and all other officers thereof,
shall be governed by the General Laws of the State of Texas
applicable to independent school districts.
SEC. 18. All laws and parts of laws in conflict with any of
the provisions of this Act, insofar as this Act is concerned, are
hereby specifically repealed; and should any section or provision
hereof be by the courts declared unconstitutional or invalid,
such decision shall not impair or invalidate any remaining sections
or provisions of this Act.
SEC. 19. The fact that the educational facilities of the territory
included within the boundaries of the independent school
district hereby created are insufficient for want of funds and
necessary buildings and equipment to maintain efficient schools
and the crowded condition of the legislative calendar, creates an
emergency and an imperative public necessity that the constitutional
rule requiring bills to be read on three several days in each
House be suspended,and said rule is hereby suspended, and this
Act shall take effect and be in full force from and after its passage,
and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 110 yeas, 0 nays; passed the Senate, 27 yeas, 0 nays.]
