uate all proposals based on a com-
bination of factors that the District
determines provides the best value
to the District, including: (a) price;
(b) the bidder's experience and repu-
tation; (c) the bidder's past perfor-
mance and quality of work; (d) the
bidder's personnel to be assigned to
the project; and (e) the bidder's
methodology.

Since that time there have
been several elections that,
according to Hoy and TABC
officer Jimmy Poole, were not
valid..
Some of those elections were
‘ confusing to voters, who may
have thought they were voting
against on-premise sales who
were really voting for off- •
premise sales The referen-
dum uncovered by the county
clerk's office affected western
voting precincts such as Val-
ley Spring, Castell and the
Crabapple Crossing area.
The only time these areas
were dry was during the peri-
od from 1919 to 1935 during
prohibition when the state
wide election passed. After the
repeal of prohibition, all pre-
cincts converted back to their
original status.
The ruling, while only advi-
sory. is enough for the city to
proceed with its application
for on-premise sales and also
comes as a relief to several
establishments who currently
maintain an on-premise li-
cense. There was a real threat
that license renewals may not
have been awarded.
Hoy said she believes a
judge would uphold the TABC
ruling.
“This is the ruling we’re go-
ing by,” she commented.
Hoy did say that the ruling
does not affect the status of
precincts who have voted to al-
low for mixed drinks. Basi-
cally, there was never an
election that prohibited on-
premise sales, there were just
elections that allowed for off-
premise..
“This really simplifies
things for our office,” Hoy
said. “Our map (outlining
wet-dry precincts) is much
simpler to read now.
“We’re really happy with the
' decision.”
According to Llano City
Manager Philip Cook, the golf
course will now proceed with
the license and the city coun-
cil will be looking into how to
regulate the sales in the near
future.
