CHICAGO (AP) — Thieves, like
hawkers of tacky souvenirs, are finding
the Bicentennial ia a chance to make a
buck. Thefts of historic documents "from
libraries, archives and courthouses are on
the rise.
So says the Society of American
Archivists, which is starting a campaign to
recover these and other valuable stolen
documents.
The group is compiling a nationwide list
of documents known to be missing or
stolen it plans next month to send the first
registry—with more than 1.000 entries— to
book and manuscript dealers, collectors,
archives, libraries and public officials who
might be offered the purloined documents
for sale
The list includes 19 letters and
documents signed by George Washington,
letters of Abraham Lincoln, Harry Tru-
man and other presidents, and 450 letters
from Texes governors
The society's program is funded with a
grant of $99,690 from the National
Endowment for the Humanities
in an interview that the thefts
have reached "alarming proportions" and
seem to have increased lately because of
interest in American history associated
with the U.S Bicentennial
One section of the list, identifies
documents reported missing since 1975. A
second section includes those in the period
1955-1975.
Welch said the value of items on the first
registry certainly runs into hundreds of
thousands of dollars, and one Edgar Allan
Poe volume missing from the University of
Virginia is itself worth $125,000.
But he said the society wants to em-
phasize the historic or literary value of the
documents, and their irreplaceability,
rather than their monetary value For
many documents the figure is not known,
he said

CHICAGO (UPD — A
former Chicago policeman,
has been fined a record
$13,500 for his 943 unpaid
parking tickets.
Traffic Court Judge John
H McCollom told Anthony
Kreiser, 34, that he
was a “discredit upon
himself and the city and the
Chicago police force."
Kreiser could have been
fined $235,750 for the tickets.
Ronald J T Banks, the chief
corporation counsel at
traffic court, said.
The city had originally
planned to try Kreiser on 25
tickets each day, but that
would have taken at least 10
weeks and could have cost
Kreiser $250 per ticket.
Banks said
After plea bargaining, it
was agreed Kreiser should
make a down payment of
$3,550 on 269 tickets, followed
by payments of $275 s month
until $13,500 is paid. If
Kreiser should default on the
payments, he will be fined
for the other 674 tickets.

Dear Mrs. G.:
It is accepted that smoking
tobacco has two important
factors. There undoubtedly is
some physiologic or body-
dependence on the drug con-
tained in tobacco. There are
also psychologic and social
values attached to the smoking
habit.
With these forces st work, it is
understandable that some
people may find it impossible to
give up this hazardous habit.
All kinds of drugs have been
tried with little or no success.
Most of these over-the-counter
drugs enter to the desperation
cf people who are caught in the
bondage of tobacco.
Recently, however, the
American Health Foundation,
in conjunction with the National
Cancer Institute, has begun an
intense study on antismoking
drugs Special chemicals, are
being tried to reduce the
“pleasant” effects of nicotine
This large-scale study, in
addition to re-education and
psychological support, may yet
be the answer to helping heavy
smokers withdraw from their
addiction.
The National Eye Institute, s
part of the enormous complex of
the National Institutes ofHealth
to Bethesda, Md., is embarking
on a vast project of research.
Helped by granta from the
Federal government, many
visual disturbances whose
mysteries have yet to be un-
covered will be attacked
Prevention of diseases of the-,
retina, too, will be one of the
targets. Diseases of the cornea,
glaucoma and cataract still
present challenges, even though
a great deal’s known.
Dr. Carl Kupfer, director of
the National Eye Institute, feels
that this expanded program will
