mayor, presidod at the banquet
to the ministers last night,
lhere was a notable company
present, including Lord Wolse-
ley, Sir i'eter Luuisden and
many ladies, After the usual
loyal toasts Lord Salisbury
replied to the toast to the
ministers. He admitted that
Gladstone's assurances had
been honorably adhered to.
He defended the government
against the charge of adopting
the liberal policy and contend-
ed thi<t the extended franchise
in Ireland neeesitated a change

of policy in tho direction
adopted. In regard to foreign
affairs, he said it was necessary
for the honor of tho nation
that the government should
continue tho policy of the late
government, even though it
was opposed to the conservative
policy, but they regretted
their inability to continue the
threads of policy left by Lord
Reaconsfield, The government
would, however, devote them-
selves to domestic affairs and
the promotion of such condi-

Africa and the east dependent
upon England as would
restore the cordial fueling
among European powers
which is essential for the pros-

ADVICE TO A YOUNG
MAN.
My advice is: Go and pro-
pose to the most sensible girl
you know. If she accepts you
tell her how much your income
is, and lrom whit source der-
ived; and tell her you will
divide the last shilling with
her, and that you will love
her with all your heart into
tho bargain. And then keep
your promise. My word for
it, she will live within your
income, and to your last hour
you will regret that you did
not marry sooner. Stop wor-
rying about

London, July 30—Lord
Randolph Churchill, secretary
of state for India, and Sir
Stafford Northooto, first lord

Randolph's decision at the
last moment to not attend the
great tory meeting yesterday
in Liverpool, where ho was the
principal speaker.
Tho Times, commenting on
the Liverpool incident and on
the explanation that the Indian
secretary refused to go to
Liverpool because tho two
tory members of parliament
from that city had refused to
support his Irish policy in the
commons, says the whole affair
