Village or City, Which?
The best sign of progress and
prosperity which has been no-
ticed by the Democrat in several
months is the various commer-
cial clubs over the state getting
in after the knockers and drones
of their respective towns. Ev-
ery1 town and city have their
mossbacks and pessimists that
can see no good in anything or
anybody, in greater or less
number. The live, progressive
men of a town work and live in
hopes that this baneful influence
can be overcome, yet the burden
frequently becomes heavy and
the really valuable men are dis-
couraged and the town retro-
grades. There is no instance of
any town advancing to any
great extent, no matter how
many natural advantages it may
possess, without the concerted
action of live business men who
have an earnest desire to see
their town in the front rank of
live cities. Natural advantages
never built a city, they have
only made it easier for the peo
pie to accomplish desired re-
sults. A combination of enter
prising and public spirited men
is the power behind every town
and community in the world. A
modern Garden of Eden would
become a barren waste without
this influence, and likewise waste
places have been made to bloom
and blossom with blessings for
mankind by public spirited men.
A score of determined men can
build a city of the merest village
or hamlet, but they must pos
sess these inherent powers.
Nature has been lavish with
her blessings on Belton, and the
advantages peculiar to it are
possessed by possibly no town
in the great and wonderful em-
pire state of Texas. And it has
the men to make a city of it, and
the pressing need at this time
is organized effort. NOW is the
supreme moment while pros-
perity is all around us. The
Democrat urges the business
men of Belton to get busy and
ride the tide into the port of
greatness.

Recurring to the article print-
fed by Hon. Robert H. Rogers in
Sunday's Times-Herald and re-
printed in the Tribune today
there is this addenda. Mr.
Rogers informs the Tribune that
it is probable that he will call a
- county convention of Democrats
urat.an early date to make nomina-
tions for legislative offices. He
states that if candidates for
Senator and two Flotorial Repre-
sentatives are nominated it must
be done prior to June 1st, in
• order to comply with the state
•^election, law,—Waco Tribune.
In the event Mr. Rogers calls
his county convention of Demo-
crats" it will be supposed that
the nominating primary of July
-will be done away with in McLen-
nan county. Mr. Rogers is not
the duly elected chairman of the
democratic executive comities of
his county, and unless the regu-
lar organisation la disbanded,
this movement on his part would
seem to be entirely irregular.
In reading Mr. Roger's effusion
it would seem that It Is his in-
tention to call together a clique,
of which he seems to have been
chosen as manipulator-general,
for the purpose of dominating
the party in selection of candi-
dates for the legislature.
Brother McCollum might en-
lighten the public as to the real
intentions of Mr. Rogers in this
matter.
Fiib And Game Law of Texas.

Hilliard, who is game warden of
Bell county, we are able to pub-
lish for the readers of the Demo-
crat extracts from the fish and
game law as it applies to Bell
county. The extracts read as
follows:

It is unlawful to' kill any fe-
male deer, or fawn, at any time
during the year. It is unlawful
to kill, for a period of five years,
any antelope, Rocky Mountain
sheep, prairie chicken or Eng-
lish pheasant.
It is unlawful to kill or need-
lessly destroy any kind of a song
or insect bird other than a game
bird at any time of the year, ex-
cept English sparrows, hawks,
crows, buzzards, black birds,
rice birds and owls. It is un-
lawful to net, trap or sell, or
offer for sale at any time of the
year, any kind of game or
game birds, or any part of
them.

Deer, November 1st to Jan-
uary 1st, three bucks.
Quail and doves—November 1
to February 1st—25 in one day.
Turkey—December 1, to April
1st, three during open season.
The following game birds can
be killed during the year round,
limited to twenty-five per day;
wild duck, geese, brant pigeons,
plover, snipe, jacksnipe, curlew,
robbins, Mexican pheasants or
chacalaca, and all wild animals
no limit, ^except deer, antelope
and Rocky mountain sheep.

the year to take, catch or kill, or
attempt to take, catch or kill
any fish by means ot poison,
dynamite, or any other explo-
sive, net. seine, trap, ensnare,
in any of the fresh waters, lakes
or streams in this state (except

may be used.

of Hon. Huling P. Robertson, as

legislature from Bell county.
He having resided in this county
all his life and being active in
public affairs needs no introduc-
tion to this people. Tie has serv-
ed terms in the legislature and is
regarded at Austin and over the
state as one of our most able and
conservative law-makers. He
has frequently acted as speaker
of the house in the absence of
that officer. j Mr. Robertson was
one of the leaders of the opposi-
tion to the fomous full rendition
tax law, of which there is so
much discussion at the present
iime, and fought the measure on
the grounds that it would be an
ncrease of the burdens of the ag-
ricultural interestsjof the state.
' Mr. Robertson had the enviable
reputation of having occupied
lis seat during the sessions of
/he legislature and was absent
from his duties less than any
other member of the bodies dur-
iis encumbrance of that position.
He Is held in high esteem by his
neighbors and friends, who will
be glad to know that he has con-
sented to again serve the people
n our next legislature.

A. R. Manscinn of Merkell,
was in the city Tuesday and
seemed to be anxious to see the
county clerk. We suppose he
wanted to tell the clerk that his
vote would be registerred in his
