Sergeant PATRICK T. DEAN, Patrol Division, Dallas Police
Department, advised that on March 24, 1964, at about 4:45 AM,
PATSY PAIR, City Hall Night Telephone Operator, called his at
his office saying she had a collect call from a RALPH SIMPSON,
Victoria, Canada, and that SIMPSON wanted to talk to someone
about the assassination of President KENNEDY. Sergeant DEAN
stated there was t discussion as to whether they should accept
the call and PATSi' said in talking with SIMPSON and the Victoria,
Canada, operator, she felt that SIMPSON had some information and
that it would be worthwhile to accept the collect call.
Sergeant DEAN stated he authorized the operator to accept
the collect call and SIMPSON said he was in Dallas on November
22, 1963, and took some pictures of the President's car at the
time he was shot and that he believed he got the Texas School
Book Depository Building in the background. According to
Sergeant DEAN, SIMPSON described his camera as an expensive
camera with "wide-angle, scope lens."
SIMPSON stated he had been talking to his attorney, BATTER,
(pnonetic) and that BATTER had instructed him to contactthe
Dallas Police Department. Sergeant DEAN stated that SIMPSON
claimed he had not had the film developed and did not know
exactly what was in the photographs.
Sergeant DEAN stated he told SIMPSON that he should contact
the President's Commission in Washingt9n, D. C., and send the
pictures to them, but that SIMPSON claimed he did not want to
contact the President's Commission, and stated he *ail
the film to him (Sergeant DEAN; airmail on March 25, 1964.
Sergeant DEAN advised that PATSY PAIR, "e switchboard
operator, contacted BERNICE WILLIAMS, of the ▼}ctoria,
Columbia, Telephone Company, to trace this call and, through
thlH p.r n, it was ascertained the call *ad been pl ced fro-
telephone number 384-3780. He stated this phone number was re-
portedly registered to R. H. W. SMELE. 1141 Caldonia, Victoria,
British Columbia.
Sergeant DEAtf staged he would immediately contact the
Dallas FBI Office on rec*'.pt of this film.

Victoria. British Columbia, had on that data interviewed RALPH
HD.-RY WILLIAM SMELE. 1141 Caldonia Straat, Victoria, Britiah

Pollca Dspartaant on March 24, 1964. Ha also admitted using a
fictitious name, claimed ha had navar been to Dallaa, Taxas; and,
had no film of tha aaaaaalaatlon of Praaldant KZNMBDY. Tha Seattle
Offlea adviaed that tha only raaaon SMELE could give for making the
talaphona call was that ha had been watching a talaviaion program
and had been drinking and dacidad to make tha call. According to
Corporal BXACXMORB, SMELB ia -given to dreams". SMELE's last em-
ployment was in connection with tha demolition of buildinga.
