However there is no doubt that in
the near future the entire question

ST. LOUIS Dec. 9. The declining
birth rate was discussed in the report
of the Commission on Family Life'
presented to the Federal Council of

"That there Is a declining birth
rate in the United States as well air

can not be doubted" said the report.

4 rate will overtake this decrease in
Ivan Austin mortality in due time. Already it-is
apparent that if it were not Tor Imf-
migratioh the Increase in population
would le very slight in certain sec-
tions of the country.
"When we seek the cause of the
falling birth rate we discover that
economic reasons play a most Import-
j ant part An Increasing number of
.single women refuse marriage beT
cause it will impair their economic in-
1 dependence or interfere with their
entrance into professional careers.
Possibly an equal number of women
who do marry are eager after mar-:
'riage to follow some remunerative
jand congenial occupation with which
'child-bearing would interfere; while
husbands who find that large families
make difficult fheir material progress
show a similar disinclination.
"The falling birth rate is not acr
counted for so much by childless mar-
riages as by restricted families of
one or two children. For this con-
gested life in tenements and apart-
ment houses must bear its share of
responsibility. Other instances are
occasioned by the ill health of one
of the parents who recognize the peril
of transmitting disease to thpir off-
spring. "But it is to be feared that beyond
all these causes the inherent selfish
ness of husband and wife who desire
to be saved from the fourdens of
parenthood is most Influential among
people In good circumstances. t
"Since there Is no method of coun-
teracting these tendencies fay -governmental
control and slncl it probably
will contlnno to be a fact that large
families will be among the lowly it
woujd seem incumbent upon the state
to counteract this downward trend -byy

ST. IOUIS Dec.' 9. The divorce
courts fousy as they are reveal ibut
a small proportion of the marital in
felicity in tills country says the Com
mission on Family Life which report
ed at today's session of the quadren
nial meeting of the Federal Council
of the Churches of Christ in America
The report included statistics and
discussions of many phases of the
complex problems of marital rela
tions.
As to divorce it says: "At this mo
ment it Is thought that one marriage
In ten is broken by divorce and that
in some states the proportion may be
as high as one in four."
"It Is a stinking fact" he commis
sion says "that in the majority of di
vorce cases dissolution of marriage
has occurred not hasitly after a brief
trial but deliberately affer a consid
erable period of marriage; the -average
exceeding six and one-half years.
Common observation will show fre-
quency of divorce among people who
have been married twenty years or
more.'
The commission believes that the
entrance of women into the industrial
field plays an important part in the
increase of divorces. It deplores the
fact that "unfortunately the larger
part of humanity in America as else-
where are strangers to the lofty
views which the church entertains of
marriage:
"When we arc seeking therefore.
remedies for the evils of our lax mar
riage and divorce practices our ulti-
mate and most effective method will

it is indispensable to the proper fill-

that the preservation of the Integrity
of' marriage and of the family institu-
tion as a whole is the only process
by which a truly divine order for so-

"Xo legislation however sagaciously
framed can ever effect a complete
cure of marriage maladjustments but
sack preventive measures as give
promise of diminishing the evils
which are now so abundant will com-
mond themselves to thoughtful per
sons. The fact that In twenty-three

a woman take each other for husband
