FORT WORTH — Henrietta (Henny) Smith, at 1 p.m.
at the Arlington Heights Christian/All Saints Presbyte-
rian Church, Fort Worth.
Marty Rambo
Marty Rambo, 55, died Thursday, Sept. 19, 2013 at
Brownwood Regional Medical Center. Funeral services
will be held at 2 p.m. Sunday, Sept. 22 in Stevens Funeral
Home Chapel. Burial will follow in the Coleman City
Cemetery under the direction of Stevens Funeral Home.
Visitation will be held from 5 to 6 p.m. Saturday, Sept, at
the funeral home.
Marty was bom Sept. 20,1957 in Brownwood, a son of
Jackie Barnett and Charlene Kenney Barnett. He grew up
in Coleman where he attended school and he served in
the United States Army. He had worked as a steel erector
for Bolton’s. He also worked in maintenance at Holiday
Hill Nursing Home. He was a member of Emmanuel Bap-
tist Church.
He is survived by one daughter, Bambi Rambo of Cole-
man; one son, Dakota Rambo of Arizona; his mother,
Charlene Barnett of Coleman; five brothers, John Rambo
of Abilene, Charles Rambo, Ricky Rambo, Wiley Rambo
all of Coleman and Jackie Barnett of Abilene; two sisters,
Carla Lobstein and Robin Longley both of Coleman; one
granddaughter; and numerous nieces and nephews.

xDOT announces free, year-
round safety seat inspections

AUSTIN — In an effort
to help Texas drivers keep
their child passengers
properly secured, the Texas
Department of Transpor-
tation today announced
it is offering free, year-
round child safety seat
inspections conducted by
certified technicians. The
inspections are available
by appointment at each of
TxDOT’s 25 district offices.
The announcement coin-
cides with National Child
Passenger Safety Week,
Sept. 15-21.
“Buckling young children
into safety seats is the law,
so TxDOT is pleased to of-
fer this service in an effort
to help keep them safe,”
said Phil Wilson, TxDOT
executive director. “To
ensure optimal safety, it’s
important those seats are
properly secured and that
parents are using the right
seat based on their child’s
age, height and weight.”

in safety seats. Nationally,
three out of four safety
seats are used incorrectly,
according to the National
Highway Traffic Safety Ad-
ministration. A new study
by the Texas Transporta-
tion Institute (TH) found
nearly nine out of 10 Texas
children were riding in
safety seats, but many were
not properly buckled. The
new study also revealed 37
percent of infants and tod-
dlers in Texas were secured
incorrectly — or not at all
— when riding in a vehicle.
The TH study also re-
ported the Texas cities with
the highest rates of correct
child safety seat use are
Austin (83 percent), Tyler
(78 percent), Fort Worth (77
percent), Bryan/College Sta-
tion (75 percent) and Waco
(73 percent).

Minnie Mae Riggins Rudd
Funeral services for Minnie Mae Riggins Rudd will be held
at 11 a.m. Saturday, Sept. 21, 2013, at Greater Faith Com-
munity Church, with the Rev. Paul Stevens officiating and
the Rev. Eddy Hays as eulogist. Burial will follow in Green-
leaf Cemetery. Visitation will be held from 6-8 p.m. today at
Brownwood Funeral Home and Cremations.
Minnie Mae Riggins Rudd was bom Sept. 9,1929, in Cam-
eron, Texas, to the parentage of Howard and Ester Riggings.
Minnie Mae was raised in Cameron where she attended
public school and she later settled in Brownwood, where
she had eight children. Minnie enjoyed life, cooking, garden-
ing, and most of all, helping others. She was known to all
as “Mama Minnie.” She fed many in the neighborhood from
her green garden. She was a loving mother and grandmoth-
er.
Minnie passed away Sept. 12, 2013, in Brownwood.
Left to cherish her precious memories are three daugh-
ters, Betty Joe Bright (Reggie) of Brownwood, Dee Riggins
of Temple, and Delores McCalister of San Antonio; three
sons, Jerry Thompson, James
Thompson (Diane), and Rich-
ard Riggins all of Brownwood;
siblings, Ruby Williams, Mary
Lee Crawford, Evaline Brown,
Frances May and Ernestine
Clifton; 16 grandchildren; 40
great-grandchildren and nine
great-great-grandchildren; and
long time friend, David Eudy.
She was preceded in death
by both parents and infant
twins.
Funeral arrangements are
under the direction of Brown-
wood Funeral Home and
Cremations.

Earl Cunningham
Earl Gene Cunningham,
66, of Blanket passed away
Thursday, Sept. 19, 2013 at
home with his family by his
side.
Graveside services for Earl
will be held at 2 p.m., Satur-
day, Sept. 21, 2013 at Fife
Cemetery in Fife, Texas, with
Bill Slaymaker officiating.
Visitation will be from 5 p.m.
to 7 p.m. today at Blaylock
Funeral Home.
Earl was bom on Jan. 9,
1947 to Mody and Mary Ellen
(Bond) Cunningham in Brownwood. He and his wife, Cathy,
of 38 years married on Nov. 15, 1974 in Brown County. Earl
was a mechanic in Brown County for many years, and his
favorite thing to work on was lawn mowers.
Earl is survived by his wife, Cathy Cunningham; daugh-
ters, Sabrina Garza and husband Isaias of Brownwood,
Elaine Fenton of Brownwood, and Debbie Thompson of
Conroe; son Marty Cunningham of Brownwood; eight
grandchildren; seven great-grandchildren; and sisters Mar-
guerite Caraway, Mildred Wade and Marian Morgan.
He is preceded in death by his parents; and one brother,
Wilburn Cunningham.
Family and friends are invited to leave online condolences

Henrietta (Henny) Smith
Henrietta (Henny) Jackson Smith, an incredible mother,
grandmother and great-grandmother, a modern woman
and a wonderful member of the Greatest Generation,
passed quietly in her sleep on Sept. 12, 2013 in Richardson.
She escaped Alzheimer’s bondage that, despite its best ef-
forts, failed to subdue her extraordinary and loving spirit.
Henny was bom Nov. 16,1928 to Hazel and Albert Lea
Jackson in Whitewright. She would always emphasize that
she was delivered at home by her uncle, Dr. Ross May, so
she was literally “bom free!” She attended Whitewright
High School where she graduated as Valedictorian. She was
accepted at Texas Technological College in Lubbock, where
she graduated in 1949 with a Bachelor of Arts degree in
English. It was also there that she met her husband Albert
Thomas Smith, and they were married on Dec. 23, 1948.
Albert preceded Henny in death in 1973.
After teaching school in Spade, and following Albert
in his military service to Roswell Air Force Base in New
Mexico, Henny, Albert and their first-born son lived in
Coleman. After their second son was born there, the Smith
family moved to Brownwood. After three more sons and a
daughter were born, the Smith family moved finally to Fort
Worth, which Henny called home until moving to Millsap
and Richardson in 2006 and 2012, respectively. During her
long life, Henny was an active church member and church
choir alto in the First Presbyterian Church in Coleman, the
First and Union Presbyterian Church in Brownwood, and
the First Christian Church in Fort Worth.
Besides raising six children, Henny worked at Montgom-
ery Ward in Brownwood, and the Texas Employment Com-
mission and General Dynamics
in Fort Worth. She loved music
and theater, and loved to
travel. She was an articulate,
engaging woman, who never
had an unkind word for any-
one, and for whom there was
never a stranger.
Besides her husband Albert,
she was preceded in death by
her parents and older brother,
Albert Lea Jackson Jr. She is
survived by her children, John
Smith of San Antonio, Mitchell
Smith of Arlington, Clifton
Smith of Fort Worth, Rodger Smith of North Richland Hills,
Thomas Smith of Millsap and Marjorie Atkinson of Rich-
ardson. She also is survived by grandchildren Christopher,
Sarah, Amy, Brian, Lisa, Charles, Samuel, Alison, Kieran,
Erin, Braden, Timothy, Anna and Noah; Randall and Steven
Gibson, as well as great-grandchildren Aidan, Adia, Mad-
dox, Amelia, Anders, Merissa, Isaiah, Margaret (Maggie) and
Emmaline.
In lieu of flowers, donations can be made to the Alzheim-
er’s Association in her memory.
She will be honored in a memorial service at 1 p.m. today
at the Arlington Heights Christian/All Saints Presbyterian
Church at 4629 Bryce Ave., Fort Worth.

a public hearing on the 2014 Proposed Budget
on Monday, September 30, 2013 at 9:00 am in the
Commissioner’s Courtroom, 200 South Broadway,

This budget will raise more revenue from property taxes
than last year’s budget by an amount of $1,276,491,
which is a 10.42 percent increase from last year’s budget.

Aquifer from a maximum
depth of about 2,600 feet.
The water board and engi-
neers will probably schedule
a workshop to discuss the
possible uses of the test
well, Spinks said. The well
would produce a maximum
of about 150 gallons a min-
ute, and possible uses are
irrigation and geo-thermal
energy, meaning it could be
a source of heat for some of
the residences in the area.
Spinks said he hopes to
have results of the analysis
of the water quality from
the Lower Colorado River
Authority this week or next
week.
Water district officials had
the test well drilled so they
can determine what the cost
would be of treating aquifer
water and using it to supple-
ment Lake Brownwood.
