Section 1. Be it Resolved by
the Legislature of the State of
Texm-c That Article 3, Section
51, of the Constitution of the
State of Texas be so amended as
own interests will take his local
paper, because lie gets a class of
news and useful information
from it that he can get nowhere
else.

of any grant of public money to

vided, however, the Legislature
may grant aid to indigent and
disabled Confederate soldiers and
sailors, who came to Texas prior
to January 1, 1880, and who
are either over sixty years of

pose hereinbefore specified in ex
cess of five hundred thousand!

also grant aid to the establish-1
rnent and maintena nce of a home
for said soldiers and sailors, un-
der such regulations and limita-
tions as ma\ be provided by law;
provided, the grant to aid said
home shall not exceed out hun-
dred thousand dollars for any
one year, and no inmate of said
home shall be entitled to any
other aid from the State, and,
provided further, that the pro-
visions of this section shall not
be construed to prevent the
grant of aid in case of public
calamity.
8ec. 2. The Governor of the
State is hereby directed to issue
the necessary proclamation for
the submission of this amend-
ment to the qualified voters of
the State of Texas at the next
general election for State and
county officers,

STATE BANKS.
Joint Resolutions to amend
Section 16, of tbeConstitution
of the State of Texas pro vidin g
for the incorporation of cor-
porate bodies with banking and
discounting privileges, pre-
scribing the liability of stock-
holders in the same; providing
for the regulation of such cor-
porate bodies, and prohibiting
foreign corporations with such
powers from doing business in
this State; and providing for
the submission of such pro-
posed Constitutional Amend-
ment as required by law.
Section 1. Be it Resolved by
the Legislature of the State of
| Texas: That Section 16, of Ar-
ticle 16 of the Constitution of

transferred.
No such corporate body shall
be chartered, until all of the au-
thorized capita! stock i.as been
subscribed and paid for in full in
cash. Such body corporate shah
not be authorized to engage in
business at more than one place,
which shall be designated in its
charter.
No foreign corporation, other
than the National banks of the
United States, shall lie permitted
to exercise banking or discount-
ing privileges in this State.
Sec. 2. The Governor is here-
by required and directed to main?

submission of the foregoing re-
solution to the people or the
State of Texas/as an amendment
to t lie Constitution of the State
of Texas, at 1 he next general
election; at which election aii
persons favoring such amend-
ment shall have written or print
ed on the ballots tire words.
“For the Amendment to Section
16, Article 16, of the Constitu-
tion, permitting the incorpora-
tion :)i.banks,” and those op-
posed to said amendment shall
have written or printed on their
ballots the words, “Against tire
Amendment to Section 16, Ar-
ticle 16, of the Constitution, per-
mitting the incorporation of
banks,” and the sum of five
thousand dollars, or as much
thereof as may be necessary, is
hereby appropriated out of any
funds in the Treasury of the
State of Texas not otherwise ap-
propriated, to discharge the ex-
penses of publishing the notices
of the said proposed amendment
as required by law.
