TH E STATE CONSTITUTION.
Authorizing Legislation in Aid
of Internal Improvements.
House Joint Resolution -author-
izing tlie submission to a vote
of the people of a proposed
amendment to the Constitu-
tion of the State of Texas, au-
thorizing legislation in aid of
certain internal improvements.
Section 1. Re it Resolved by
the Legislature of the State of
Texas: That at the next gene-
ral election of the State of Texas,
or at any previous election in
case an election for the State
shall be had or ordered by the
Governor for other purposes,
there shall be submitted to the
electors of the State of Texas,
for thMr approval or disapprov-
al, die following proposed
amendment to the Constitution
of the State of Texas, as pro-
vided for in Section 1, Article 7,
of said Constitution relating to
proposed amendments hereto:
Section 2. Re it Resolved that
^section 5~, Article 3, of the Con-
stitution of the State of Texas,

other political corporation to

become a stockholder in such
corporation, association or com-
pany; provided, however, that
under legislative provision any
couiity, any political subdivi-
sion of a county, any number Of
adjoining counties, or any poli-
tical subdivision of the State, or
any deflued district now or here-
after to be described and defined
within the state of Texas, and
which may or may not include
-Towns, villages or municipal
corporations, upon a vote of a
two-thirds majority of the resi-
dent propel ty taxpavers voting
thereon »\iio are qualified elec-
tor* of sin h district or territory
to be affected thereby, in addi-
tion t o all other dents, may is-
sue bonds or otherwise lend its
credit in any amount not to ex-
ceed one-fourth of the assessed
valuation of the real property of
su'*h district or territory, except
that the total bonded indebted-
ness of any city or town shall
never exceed the limits imposed
by other provisions of this Con-
stitution, and leyy and collect?
such taxes to pay the interest
thereon and provide a sinking
fund for the redemption thereof,
as the Legislature may author-
ize, and in such manner as it
may authorize the same, for the
following purposes to wit:
(ar) The improvement of lay-
ers, creeks aud streams to pre-
vent overflows, and to jiermit of
navigation thereof or irrigation
thereof, or in aid of such pur-
poses. f
(b) T|ie construction and
maintenance of pools, lakes, res-
ezsrtrrs, dam-, canals and water-
for the purpose of irriga-
tion, drainage or navigation,
or ia aid thereof.
(e) The construction, main-
tenance and operation of macad-
amized, graveled or paved roads
and turnpikes, or in aid thereof.
Section 3. The Governor is
hereby authorized to issue the
necessary proclamation for sub-
mitting this proposed amend-
ment to the electors of the State,
as hereinbefore indicated, and to
further direct said election in its
details, as is usual and custom-
ary in such cases.
Section 4. That the sum of
five thousand dollars, orso muen
thereof as is necessary is hereby
appropriated out of the Treas-
ury of the State of Texas, not
otherwise appropriated, to pay
the necessary cost and expenses
of the proceedings hereunder to
be had and done.

W. E. Shell informed us that he
recently brought in a gusher ar-
tesian well on the O’Conner
ranch, which furnishes about 40
gallons per minute of good wat-

Messrs. Jonah and Gueringer of
the surveying corps for the St.
Louis, Brownsville and Mexico
lailroad arrived in town from
their camp near Van Vleek yes-
terday. Mr. Gueringer ret urned
to camp same evening. Mr. Jo-
nah remained over and went to
Houston today. It is said the
surveying party win r aeh Col-

William A. Clark, United States
senator from Montana, who was
in Kansas City last Sunday on
his way home from the East, said
regarding the ticket nominated
by the Democratic National
Convention:
“It is a good ticket and the
platform is all right. The silv< r
question as a political issue is
dead. I am just as much a bime-
tallist as ever, but the unusual
increase in the production of gold
has temporarily shelved the free
silver issue. The platform is
not what appeals to the West,
but we will fight for it. As far
as the monetary question is con-
cerned it is a. st andoff between
the platforms of the Republican
and Democratic conventions.
Mr. Parker is a safe man, and
the nominee for the vice presi-
dency is entirely satisfactory.
