the pad (attached to the
restaurant property) with
them.”
City Manager Ken Knight
pointed out that Trans World
owns the 15 acres of land
between Kleas St. and 59
south and that they are con-
sidering potential ideas in
marketing the land to the per-
manent jobs created here from
the shale oil projects, includ-
ing a possible apartment com-
plex.
“We feel we’ve been very
successful, things have come
on very fast,” said Partlow. He
went on to explain that a bro-
ker he trusted and talked to “is
positive Edna is the next
Sugar Land. Oil workers
don’t want to live on an oil-
field, they want to live on the
outskirts of the oilfield.
“Rally your people, there
are things you can be doing
all year long to attract busi-
nesses,” Partlow continued.
“Ask your Chamber of
Commerce about forming a
committee to take this infor-
mation and work it, planning
and pushing your goals.”
Partlow concluded with a
summary of the types of
things Edna can do without
BRR’s help, mentioning that
all the brokers they talked to
agreed on billboard advertis-
ing as a way to drive in busi-
ness.
“Say 35 miles - stop here
before you tackle the Houston
traffic for people heading
north,” Partlow summarized.
“Victoria 1-69 is geared
towards truckers, not families
looking to eat, drink and
maybe spend the night.”
“I feel like we’ve come fur-
ther (to attracting a major
restaurant) in the last 90 days
than we have in the last 10
years,” said Mayor Joe
Hermes.
Earlier in the night, David
Rose took the floor presenting
representational blueprints for
a 100-unit RV park at the cor-
ner of Brazos and Victoria
streets requiring a Specific
Use Permit. The area was pre-
viously zoned for residential
use, but was approved by the
Planning and Zoning
Commission to change to
commercial, and council
voted unanimously to
approve. The proposed park
would have entrances on
Brazos Street for access to 59
frontage road and Main street,
and water and sewer were
already available on the land
with a manhole and three fire
hydrants in range. The plans
were preliminary, but Rose

The 2012-13 Street Repair
Plan was tabled to consider
action on “major drainage
projects” as Knight phrased it.
“There is an incredible
amount of silt in the drains,
and it isn’t cheap,” said
Knight. “You can’t start in the
middle of town, you have to
go to the outlet and work your
way back in.”
The last time major
drainage work was done was
“a while back” Brad Ryan,
public works director agreed.
“There is no sense in fixing
a road if you have water sit-
ting on it side to side,” Knight
pointed out. “That deterio-
rates a road pretty fast.”
The city staff will meet in
the meantime and decide on
the highest priority roads that
need work now and reevaluate
the repair list.
