The students that were featured in the Molly Magoo column last
week were from the Senior Class of 1990. They are Hollis Walker,
Regina Dean (Manning), and John Paul Fogle.
This week we have a group of fourth and fifth graders who
participated in U.I.L. in 1990. How many of them do you know? My
goodness some of them have surely changed!

Harper Tidbits
by Karen Bishop
The week of June 15-19, 13
young ladies from Harper
traveled to Alto Frio Baptist
Encampment at Leakey, Texas.
Michelle and Allison Flanders,
Molly Leinweber, Chelsea Glocar,
Shanna and Kelly Brown, Shelly)
Barker, Hailey Spalding, Jeri
Atkins, Erica Davis, Jill McCoy,
Crystal Sims, JoAnna Bishop,
counselors, Karen Bishop and
Patty Sims, made up the group.
The schedule included a variety I
of programs from studying God's
Word and the missionary works
that are being held through the1 ___
world, to craft activities, leather Q90QOOOOOOOOOOOOOOOOOCX)OOOOOOOOOOCK)OOQ
and ceramic projects.
Each girl had the opportunity to
meet and develop friendships
with other girsl from the main five
associations that use Alto Frio
plus some. They are Del
Rio-Uvalde Baptist Association,
Medina River, Bluebonnet, Frio
River, Rio Grande Valley and
San Antonio Baptist Associations.
This was as far down as
Harlingen up to Central Texas.
. As one of the counselors I would
like to comment about these
young women. Not once in that
weeks time did we have any
squabbling among them, They
were very courteous to us and the
others in camp. Several other
counselors commented on how
,,iendly and respectful they were.
In this era of "smart-mouth,
unrully youth", it is a real pleasure
to be associated with a group this
large that are a credit to not only
themselves, their parents, but our
community.
I appreciate the opportunity to
have had the experience of being
together and I hope that in the
future I will be able to do it again.

The billboard at school says that
grades are ready.
Don't forget the Ladies
Interdenominational Bible Study
this Wednesday morning at 9:30 -
10:30. We will be studying the
22nd chapter of Matthew.
Not only did the girls go to G.A.
camp last week, from the First
Baptist Church but so did some
boys. Jody Sims, Kenny
Sullivan, Chance Glocar, William
Jones, Bobby Barker, and Travis
Atkins along with counselors Bro.
John Bishop and Cecil Atkins.
They enjoyed their camp as well.
Both groups were at Alto Frio but
they had separate camps. They
too, listened to missionaries, had
Bible Study, did camp craft
activities and had loads of fun.
GBRA, UGRA ANNOUNCE PLANS TO WORK
TOGETHER FOR KERR COUNTY WATER NEEDS
SEGUIN - The Guadalupe-Bianco River Authority and Upper
Guadalupe River Authority Boards of Directors have approved a
joint Memorandum of Understanding (MOU) that outlines how the
two organizations would work together to provide future water,
wastewater and related services to residents of Kerr County. The
MOU was approved by the GBRA board on May 20 in Sequin,
and by the UGRA board yesterday at their monthly meeting in
Kerrville.
According to GBRA general manager Bill West, all of Central
Texas - including Kerr County - is excperiencing rapid business
and population growth. "The increasing demand on surface and
ground water supplies is creating serious concerns about the
abailability of reliable water supplies and wastewater systems
needed to support long-term and environmentally-sound
economic development in the region," said West.
"The MOU between GBRA and UGRA is an example of the
spirit of regional cooperation that is required to resolve today's
water issues," said J.T. Brown, UGRA general manager. "We will
be working closely with local officials and residents to help
address these concerns and to ensure the intent of Senate Bill 1
in planning effedtively for Kerr County's needs."
The efforts outlined in the MOU are primarily directed at areas
that do not have existing water and wastewater services and will
not affect incorporated areas currently served by other water
companies or service providers.
West and Brown emphasized that while GBRA's and UGRA's
primary responsibility is to serve the needs of their respective
basins, "there will be occasions when we can best serve our
citizens through coordinated regional planning and water
management initiatives, such as those included in this MOU."
According to Brown, a portion of the existing surface water rights
for municipal use within Kerr County are dependwent upon the
subordination of GBRA's water rights on the Guadalupe River.
Future additional water rights to meet the needs of Kerr County
may also be dependent upon the availability of surface water
managed by GBRA from Canyon Reservoir. "Because of these
significant connections to the two river authorityes, Kerr County is
a logiexal area to benefit vrom cooperative water and wastewater
plannig and development by GBRA and UGRA," said Brown.
The MOU does not commit the GBRA and the UGRA to specific
projects but establishes the criteria for planning such projects,
including the use of water resources from the Guadalupe River
Basin, the water demands of the Kerr County area, the quantity
and quality of water resources, development of area water
resources, gathering and sharing of streamflow and weather
monitoring data and technology, and working with legislative and
regulatory processes to address Kerr County's requirements.
