Conquering the Federal Mountain of Debt
During the past three and a half
years, we have witnessed one of
the most remarkable government
turnarounds in history.
In January I995, Congress
faced a government that was ex-
pected to spend $3.1 trillion more
than it would take in during the
next 11 years. Today, the federal
government is expected to take in
$1.6 trillion more than it will
spend during the next 11 years.
The difference is that in the
past three-and-a half years we have
balanced the federal budget, pro-
vided the first tax relief in 16
years and passed important re-
forms like those to welfare.
Fueling this unprecedented
turnaround is an economy boosted
by a federal government that has
begun to live within its means.
There arc more than 3 million
Americans who. thanks to welfare
reform, arc entering the
workforce and are being added to
payrolls. And we've reduced
taxes, keeping money in the pock-
ets of American families so they
can spend or save as they choose,
not as the government chooses.

last week that the Treasury IX’part-
ment is expected to make a $43

billion payment on the national
debt by the end of September.
That historic event will mark the
first time since 1973 that the fed-
eral government got to the end id
its Fiscal year (October I) with
enough cash on hand to pay down
The attack on the mountain of
•federal debt that many people
considered unassailable just a few
years ago gives us hope that we
may be able to conquer it.
The impact of these changes on
Americans is enormous. One of

This follows a $9K billion debt
payment earlier this year, a re-
markable sign that the federal gov-
ernment at long last has turned
away from tax-mul spend policies
and toward the common sense
goal of reducing the national debt.

we have, in just a couple of years,
extended the life span of Social
Security by three years without
reducing benefits or raising taxes.
Turning the budget around
helped the economy to grow, and
that growth has helped shore up
Social Security. That doesn't
mean Congress can slop there.
Much remains to be done to make
Social Security fiscally sound for
the long term.
By putting the government’s
fiscal house in order, we have re-
duced interest rates, contributing
to the lowest home mortgage rates
in a generation.
And that spurred a housing
boom that has allowed many
Americans to fulfill their dreams
to own their own home. It’s also
allowed many other homeowners
to get new mortgages at lower in-
terest rates, leaving more money
in their pockets at the end of the
month. And it's meant that a col-
lege education is affordable to
many more students because of
lower interest rates on student
loans.
We have made remarkable
progress in an amazingly short
period of time. But the turnaround
is not nearly complete. The gov-
ernment still spends and does l<h>
much. At least we are heading in
the right direction.
