School Board Faces
Tough Budget Decisions
A group of Harper busi-
ness persons met at the
Library on Thursday, May 3
at 6:00 p.m. to discuss a
business alliance and/or
restarting the Chamber of
Commerce to promote
Harper businesses.
Present were Jeanette
Bode, Joan Lennon, Josh
Bratcher, Kim Behrends,
Stephanie Marschall, Megan
Walber, Grant Meyer,
Martha Stevens and Doug
and Shay Tatsch.
Martha reported that the
Harper Chamber still existed
on paper and that the web-
site was still up and running
and that Virgil Bierschwale
would help to orient new
volunteers to how it works.
The group agreed to try
and reestablish the cham-
ber with the following per-
sons working on specific
needs.
Stephanie Marschall
agreed to work on the
website updates, Kim
Behrends will work on get-
ting the legal paperwork in
order and Josh Bratcher
will work on information
about getting a sewer sys-
tem in place. Megan Walber
will work on membership
drives and Joan Lennon will
talk with Tim Lehmburg
who has been the executive
director of the Gillespie
County Economic
Development Commission
and get hi? ideas and sug-
gestions.
Jeanette Bode will act as
temporary chair until a
public meeting which is
scheduled for Thursday,
June 7 at 6:00 p.m. in the
Harper Library. At that time
new Chamber officers will
be elected.
It is hoped that all busi-
ness and citizens will join in
this effort to restart the
Chamber and promote
Harper.
The meeting ended with a
discussion about a Harper
Expo to be held on Oct. 6.
Contact Kim Behrends or
Stephanie Marschall for
more information about the
expo.
The Sesquicentennial
group met Sunday, May 20
at the museum to continue
planning for the celebration
to be held on June 15, 2013.
Several components are
already set in place includ-
ing a third Here’s Harper
book to be published next
spring. The editors (Judy
Lange, Peggy Ernst and
Martha Stevens) have been
collecting stories and pho-
tos all year. They still have
room for lots more and are
especially interested in
newcomers to Harper.
Much of the historical data
has already been collected
and published. It is the
recent history that they
need now, so get in touch
with one of them if you
need help. Try to submit
your story by June 15 at the
latest.
A trail ride is being
planned, a barbecue is in
place, booths and exhibits
are being solicited and
Bradley Walker is working
on the beard contest.
Student artists at school
have drawn up several
logos for t-shirts, caps and
bags to sell and promote
the event. The Harper
Historical Society will
choose their final designs at
their next meeting. The
school is also arranging for
tours along with a video of
one complete school year
at Harper Schools.
Children’s activities are
being planned along with
live music throughout the
day. And of course, a
parade.
When the centennial was
being planned (1963,,
twelve different committee
with two or more members
each helped make this hap-
pen. Everyone, whether
new to Harper or a lifetime
resident, is encouraged to
participate. Now is the
time to step up; the cele-
bration is still more than a
year away, but will be here
quickly and there is much to
do. Call Jay Taylor with
your ideas.
The Harper School Board
of Trustees held their regu-
lar monthly meeting on May
21,2012 in the board room
with all in attendance.
After the minutes and
financial reports were
approved, the board heard
Athletic Director Cody White
outline the schools’ athlet-
ics programs. In high school
and junior high, 231 stu-
dents participate, which is
over 70% of the student
body! The school employs
eleven coaches all of whom
have classroom duties.
He also gave an overview
of next year’s opponents in
Region 4, Division 1 -1 A.
There are different districts
in each sport. Football
begins with these oppo-
nents: Brackettville-
Brackett, Center Point,
Junction, Mason and Ozona.
District volleyball teams
include Center Point,
Junction, Leakey, Medina
and Utopia and cross coun-
try has eleven schools in
district competition.
J.B. Rieger gave an
update on the track
replacement which is well
underway and should be

completed by the end of this
week.
Mrs. Pari Whitten, super-
intendent, continued a dis-
cussion on the budget for
the 2012-2013 school year.
The district once again faces
a budget cut. Enrollment in
HISD is down fifty-two stu-
dents in the last two years.
The state overpayed the
district and the district must
repay the state $322,000.
The district will not receive
stimulus money of $133,000
and faces a reduction in
state aid of $200,000. If the
district again loses students,
they will lose more money.
In addition to absorbing
staff positions, they will
probably have to eliminate
the performance incentive.
Board members face diffi-
cult decisions while trying
to maintain quality pro-
grams with little state sup-
port. They face increases in
fuel costs, insurance,
required salary increases
and will need to replace
some computers. A prelimi-
nary budget will be pre-
sented next month.
With no further business,
the meeting adjourned.
