OPPORTUNITY FOR PUBLIC
HEARING
The State Department of
Highways and Public Trans-
portation is planning the
construction of highway US 281
and US 83 Expressway
Interchange and related ramp
revisions. The limits of the
construction on US 281 are
from 2.0 miles north of FM 495,
south to US 83 Expressway in
Pharr, a distance of approxi-
mately 2.3 miles. The limits of
the ramp revisions on existing
US 83 Expressway are from
Sugar Road Overpass at 0.8
mile west of the US 281/83
intersection, east to “I” Road
Overpass at 1.0 mile east of the
US 281/83 intersection, a
distance of approximately 1.8
miles. The proposed project
and the related ramp revisions
will provide for the uninter-
rupted interchange of major
"traffic movements between
'these two major highways.
-The proposed improvements
provide for a controlled access
-highway facility to be con-
structed on a minimum 350 foot
/right of way width in the
/normal straightaway sections
:and a maximum 430 foot right
iof way width at the overpass
areas in the US 281 portion of
'this project. No additional
-right of way will be required for
the ramp revisions on US 83
Expressway.

A Design Public Hearing was
held for this project on
September 16, 1969, at the
Hidalgo County Courthouse
Auditorium in Edinburg, Tex-
as. These proceedings and this
project were endorsed by the
Federal Highway Administra-
tion on June 1, 1971. However,
since that original public
hearing, subsequent engineer-
ing studies have resulted in
design changes different than
those originally presented. An
opportunity to request a new
public hearing was offered in
May 1978. This Opportunity
for Public Hearing was offered
to clear design changes that
provided for an additional
overpass at Sioux Road. The
limits of the design changes
pertaining to the Sioux Road
Overpass were from Eldora
Road, approximately 1.0 miles
north of FM 495, south to FM
495 in Pharr. The Opportunity
for Public Hearing Procedures
an the design changes were
approved on July 17, 1978.
A new opportunity to request a
new public hearing is being
offered to clear design changes
that provide for the construc-
tion of a proposed US 281/US
83 Expressway Interchange
and related ramp revisions.
The main features of these
latest design changes are as
follows:
1? Right of way north of FM
495 has been contained as
revised for the Sioux Road
Interchange.
2. Right of way south of FM
495 has been modified to
accommodate the proposed US
281/US 83 Expressway Inter-
change.
3. Acceleration and decelera-
tion lanes have been revised to
accommodate the two-lane exit
and entrance ramps north of
FM 495.
4. The main lanes south of FM
495 have been eliminated.
Local traffic will have to exit
and enter north of FM 495 and
travel on the frontage roads.
5. An additional turnaround for
northbound traffic is proposed
just north of East Warren
Street.
6. Frontage roads from the exit
and entrance ramps north of
FM 495 south to US 83
Expressway have been widen-
ed to four lanes.
7. Elevated “connections” to
and from Harlingen and to and
from McAllen are proposed for
these main traffic movements.
8. On existing US 83
Expressway, existing exit and
entrance ramps between Sugar
Road Overpass and “I” Road
Overpass will be revised
(Reversed, “Slipped Down” the
road, etc.) to complement the
proposed US 281/US 83
Expressway Interchange.
Maps and other drawings
showing the proposed location
and revised design, the
Environmental Statement, and
other available information
about the proposed project are
on file and available for
inspection and copying at the
Resident Engineer’s Office
located at 612 North Cage
Boulevard in Pharr, Texas.
Information about the State’s
Relocation Assistance Program
which provides benefits and
services for displacees, infor-
mation concerning the Reloca-
tion Assistance Office, and
information about the tentative
schedules for acquisition of
right of way and construction
can be obtained at the Resident
Engineer’s Office.
Any interested citizen may
request that a public hearing be
held covering the social,
economic, and evnironmental
effects of the proposed location
and revised design for this
highway project by delivering a
written request to the Resident
Engineer’s Office in Pharr,
Texas, on or before June 26,
1979.
In the event such a request is
received, a public hearing will
be scheduled and adequate
notices will be publicized about
the date and location of the
hearing.
