San Juan woman honored
Magdalena Montalvo of San Juan,
a District Manager with Avon
Products, Inc., was just honored
for her outstanding sales perform-
ance at the Fairmont Hotel in San
Francisco.
She was among 292 U.S. District
Managers named to the company's
prestigious Circle of Excellence for
record-breaking sales in 1980. The
group, comprised of the top ten
percent of all District Managers in
sales increase, was in San Franci-
sco for a five-day conference and
the Circle's twelfth annual banq-
uet. This is the first year Mrs.
Montalvo has achieved mernber-

partment reports that measels in
the County are on the up-swing
along with Chicken pox; 6 and 7
cases repectfully.
Influenza, Flu-like illness went
down from 16 cases last week to 5
cases this week. Strep throat,
sore throat, including scarlet fever
is still up in the rankings as the
department reported 16 of such
reported cases.
Two cases of Aebiasis,and Hepati-
tis were reported and three cases
of Typhus fever were also repor-
ted. Only one case of Salmonella,
and Rubella finished this weeks
report.

type government.

that will lead to a smooth blend of
city staff and city commission.
Governmental Structures Task
Force Chairman THomas Elliot
presented the committee a list of
revisions for governmental struc-
ture.
Q. M Ward, committe member
asked if the committee wanted to
build in veto power for the mayor
in the charter. He said the Chief
Executive officer usually has veto
power. “I think that would be true.
We probably don’t need veto
power in the charter.” said. Com-
mitte Chairman Alton Moore Jr.
Tho committe approached the
strong mayor form of government
verses the city manager type of
government in discussion of the
“Powers and Duties of the City
Manager” as presented by Elliot’s
sub-committee.
Under part two of that section a
clause included the wording: He
(the city manager) shall appoint,
subject to confirmation by the
Council , all city employees and
appointive administrative offers
provided for under this charter...”
Ward began the discussion by
saying that he thought the “subj-
ect to confirmation clause” should
be deleted.
“The city manager should hire or
fire his personnel. If he isn’t
sucessful, the commission has the
right to fire him.” said Ward.
Commissioner Romeo Escobar p-
ointed out that presently depar-
tment heads are reviewed by the
commission before being hired by
the city manager.
“What would you do if you didn’t
like that selection?” Ward asked
Escobar. Moore said he believed
the committee should consider if'
the cluase wouldds give undue
power to the commissioa Comm-
ittee member Oscar Elizondo said
all hirinigs and firings should be
subjected to the city commission in
some form.
“Isn’t the firing of the city
manager a built in check of this?*”
Elliot asked. Cris Vela, assistant
city manager said that under the
city manager form it is up to the
city manager to procure person-
nel. He explained personnel is
acquired through advertisements
in Texas Municipal League bulle-
tins, newspapers, and contracts
through trade, then the dty ma-
naager can present his list to the
comission and point out the ones
he likes. Vela said there are
personnel the city manager will
want to hire without consulting
the commission. But almost alw-
ays, the city manager will want to
work with the commissioners in
his hirings, Vela said.
Moore asked for a show of hands
in favor of deleting the “subject to
conformation” clause. The comm-
ittee remained undecided and the
question was referred back to the
sub-committee.
