ception in nine instances to the
report.
It declared that the evidence
showed that the primary purpose
of the LCRA has been flood
control, denying the committee’s
statement that flood control
had become a “mere incident”
to the generation, distribution
and sale of power.
It objected to the statement

that one of the motivating causes

fits, fees, and commissions to a
number of lawyers, agents, pro-

was requested by representa-
tives of the city of San Antonio
and the GBRA to enter into
the negotiations, and “certainly1
LCRA adopted no methods which
could be condemned.”

The LCRA statement points
out that legal fees paid by the
authority were less than one
third of one per cent of the total
amount expended on the con-
struction of the LCRA project.
The authority also claimed
that the evidence showed that
the authority’s business had been
well handled without cost to the
state in any way and that the
board of directors “have pre-
formed their functions well.”
The authority objected that
the committee’s report failed
to state that the contracts for
re-sale rates made with certain
municipalities were “contracts
mutually agreed to between the
LCRA and each municipality.11
The authority claims that the
amount spent for advertising and
publicity in 1942 was “much less”
than quoted in the report.
The statement also denied that
the authority had asserted that
it was superior to other public
agencies of similar character.
The answer took exception to
..the committee’s stating that the
LCRA had done little to protect
the lower Colorado valley from
floods originating below Mans-
field dam, detailing steps taken
in that respect.
The statement accused the com-
mittee of, “in effect, trying the

Mother of Jesus. Pope Pius XII
has again called all Catholics to
pray earnestly during the month
to Mary for peace. In the words
of the Holy Father’s representa-
tive, the Apostolic Delegate at
Washington: “As in preceding
years his holiness will invoke the
intercession of the Blessed Vir-
gin Mary for the need of human-
ity and for the attainment of a
just peace-”
“Realizing that war is a conse-
quence of the rejection of Divine
teaching, the Sovereign Pontiff
recommends a return to religion
and honesty, and earnestly ex-
horts all Catholics to consecrate
themselves to the heart of Mary
in their resolution to lead a bet-
ter life,”
“His holiness explicitly calls
for prayers during their May de-
votions, especially in the pleading
of innocent souls — many of
whose lives have been deeply
affected by the war—rising in
mighty chorus before the throne
of God is there hope for blessings
of peace and mercy upon a dis-
ordered world.”

CHURCH
A magazine, the New Republic
made a charge that Catholics are
going out of their sphere when
they attempt to stop the prod-
uction of immoral plays in our
theatres. In anwser, Mr. George
Sokolsky replies in the New
York Sun: “The Catholic Church
needs no defence by me. It has
survived for nearly two thou-
sand years because it represents
a disciplined morality based up-
on the laws of God. Naturally
the Church intervenes whenever
a question of faith or morals a-
j rises. Not being a Catholic I do
| not always agree with the view-
point of the Church—Nor is the
Church functioning outside of its
sphere when it concerns itself
with the morals of the young
entrusted to a secular and ma-
terialistic school system which
has time for every fad and foible
but none for the teaching of eth-
ics and morals and the prepara-
tion of children for decent and
even noble manhood and woman-
hood. Nor is the Catholic Church
exerting political pressure when
it indicates to humanity stirred
to class and racial consciousness
by predatory politicians, that the
way of life that has brought man
generally the greatest happiness
is a competitive society within
the grace of religiously inspired
family system.”
Certainly the Church has the
duty of protecting her youth
from plays that will corrupt" their
morals.

The Rev. Marcel J. Brun, S.T.
D., of the French Church of
Saint Sauveur, Philadelphia, has
been appointed chaplain in the
Fighting French Forces- He will
report at General de Gaulle’s
headquarters, London, Eng., for
assignment. Dr. Brun is a native
of France. He entered Protestant
Episcopal orders in 1937, follow-
ing service in the French Re-
formed Church in France, Eng-
land and America. He has receiv-
ed the rights of a chaplain in the
United States Army, and in Lon-
don he will be received by the
Archbishop of Canterbury and
apply for the same privileges in
the British Army.

lieve in the principles of Christ
and to build upon them no possi-
ble economic programs or social
reforms or political arrangements
or international conventions, no
amount of good will or peaceful
desire or progress of the arts and
sciences—ever can build a civili-
zation which will satisfy the in-
sistent needs of humanity,” says
the Hon. Francis B. Sayre, for-
mer High Commissioner to the
Philippines. “First things must
come first. In a world ‘so various,
so beautiful, so new,’ but so torn

It is estimated that there are
more than 2,000,000 lepers, many
of them children, living within
the confines of the British Em-
pire. Both the British Empire
Leprosy Relief Association and
the American Mission to Lepers
are working in many pkrts of
the empire to wipe out this an-
cient and dread disease- Doctors
believe that by the proper segre-
gation of sufferers from the dis-
ease, it can be entirely wiped
out of the world in a few decades.
In Africa and in Asia practically
the seed, and the soil. In more
recent years, and especially in
the non-liturgical churches, it is
generally observed as “Rural
Life Sunday.” This year it falls

The Church Committee for
China Relief, and United China
Relief have appropriated a total
of $913,000 to be used for disas-
ter relief in Honan Province, and
in nearby stricken areas in China.
Earlier these bodies sent more
than half a million dollars to re-
lieve famine among Honan’s pop-
ulation. A large portion of the
more recent appropriation will
be used to purchase seed; since
good rains have recently fallen,
it is believed that a quick and
good harvest can be garnered in
this famine area- The relief will
be distributed by Catholic and
Protestant missionaries. Drouth
and famine in this province has
directly affected 9,000,000 people,
according to Bishop Jupin. Many
hundreds of thousands have mi-
grated; but others are living on
tree leaves and weed roots,
while some sell their children I.
