Decision On Prison Still “Up In The Air
Prospects for an official decision to
build a state prison in Red River
Count^emain very much up in the
air go to pres.
CuSHy leaders had hoped that con-
struction might begin soon, putting an
end to the area’s current economic
problems and promising a steady in-
fusion of income over the longer haul.
The prison unit has been unofficial-
y*
ly described as an "industrial" one
with prisoners working indoors rather
than on a prison farm-that would con-
sist of a closely guarded 56-acre
enclosure set < in the middle of a
1500-acre “bufferzone.”
Red River County has been one of
several candidates for a prison unit,
which would bring an initial injectiri
of $60 millfon in construction and
would promise $8 million in annual
payroll when completed. County
business leaders believe that the pro-
ject would return prosperity to the
area, pointing out that Palestine pro-
spered so much from its first prison
project that it has sought and obtain-
ed two more and is in the running for
still another.
Proponents of the prison argue that
a turnaround in the County’s economy
is essential and that the jobs and
business a prison would provide
would be both a “quick fix” and a pro-
mise of longer term stability. Ex-
perience elsewhere has been that the
prison does not have a significant
negative impact on the image or
quality of life of the community. "On-
ly the prosperity is visible," reported
a recent visitor to Palestine.
Proponents of the prison believe
that a prison would improve the quali-
ty of life in Red River County. The
resulting increase in property values
could mean in increase in county and
school districts revenues without a
tax rise. “Maybe we could get some
of our county roads fixed up," said
one landowner.
Some individuals have been uneasy
about the possibility of having several
hundred convicted criminals in the
neighborhood-even well guarded
ones. Authorities point out that suc-
cessful escapes are extremely rare.

Eddy Denny, a native of Bogata,
has filed for a position on the Talco-
Bogata School Board
Denny attended schools at Bogata
and graduated from Rivercrest High
School in 1966
Eddy served in the United States
Air Force after graduation, after ser-
vice he began work for Texas Power
and Light in Frisco. Later he transfer-
red to the Rivercrest Power and Light
Plant where he worked for five years,
and in 1976 transferred to Texas
Utilities Generating Company at
Monticello where he is a Chemical
Supervisor. • • ■
His duties consist of supervision of
16 Chemical Technicians and
management of a yearly budget.
Eddy is a member of the First Bap-
tist Church of Bogata where he is a
deacon.
He and his wife, Nancy, have two
sons. Todd, a sophomore at River-
crest and Scott and eighth grader at
Bogata Jr. High. They reside at
Rosalie.
"1 believe we should strive to
educate our children to the best of our
ability. I will do everything I possibly
can to serve and support each stu-
dent, faculty members and voters in

Saturday night to hear H. Drue Pir-
tle. Candidate for County Commis-
sioner of Precinct 1, speak on issues
facing the Commissioners’ Court of
Red River County. Pirtle stressed
three major issues that will be before
the court this year.
1. The Indigent Health Care Act
passed by the state legislature last
year that becomes effective
September 1, 1986.
2. The Red River County Cour-
thouse issue
The Maintenance of Roads and
Bridges in Precinct 1.
It was pointed out that the Indigent
Health Care Act is a complex piece of
legislation that will probably cause
the Commissioner's Court many pro-
blems in future months and probably
cause the court to incur additonal ex-
penses in administering the program
and could cause a large amount of
funds to be paid out of the county
treasurey for the indigents who
qualify.
Pirtle Baid that he would like to
clarify a misunderstanding on the
Red River County Court House issue.
He said his recommendation to the
Commissioner’s Court would be that
this issue be presented to all the
voters in Red River County and let the
people decide what should be done to
the Red River County Courthouse.
Pirtle said that after a vote of all the
people, he would support one hundred
percent the decision of the majority.
Pirtle also stated that maintenance
of the roads and bridges in Precinct
1 is a very important issue and that
he will continue an aggressive pro-
gram of upgrading all the county
roads and bridges in Precinct 1. He
specifically stated that he felt that all
of the funds allocated in the budget for
each fiscal year (The amount in the
current budget for road and bridge
repair for Precinct 1 is $182,000.)
should be spent in maintaining the
roads and bridges rather than trying
to see how much can be accumulated
in a bank account and put into a
money market account or certificate
of deposit to draw interest.
Pirtle adyised the group that the
current cash balance in all county
funds is $1,459,923.21 and of this
amount there is $112,896.67 in the road
and bridge fund for precinct 1. This
$112,895.67 amount is available to
spend from now through September
30,1986 and there will be additional
amounts of cash available for that
period also. Pirtle stated there has
been a statement made in recent days
by our current commissioner to one
of the taxpayers that he does not in-
tend to use all of his funds in the cur-
rent year but that he will keep a large
balance in the bank. A slogan was
suggested for Red River County that
says “Money in the bank and holes in
the road”.
In closing, Pirtle’s statement to his
supporters was “When I am elected,
I will not be a 'yes man’ to the county
