"Section 2. Every pei

fications who shall have attained the
age of twenty-one years and who

States and who shall have resldsd In
this state one year next preceding an
election and the last six months
within tha district or county In which
such person offers to vote, ahall be
deemed A qualified elector * provided
that any member of the Armed
Forces of the United States or eom-
ponent branches thereof, or In the
military service of the United State*,
may vote only In the county In which
Ke or she resided nt the time of en-
tering such service so long as he
or she Is a member of the Armed
Forcest and provided further, that
before offering to vote at an elec-
tion a voter shall have registered If
Mill rid by law to do so. The Legis-
lature may authorise absentee vot-
ing. This Amendment shall take ef-
fect on December 1. 1968.
“Section 4. In all elections by the
people the vote shall be by secret bal-
lot. The Legislature shall provide for
the numbering of ballota and make
such other regulations as may be
necessary to detect and puniah fraud
and preserve the purity of elections,
and may provide by law for the reg-
iatration of all voters. Should the
I^egislature enact a registration law
in anticipation of the adoption of
this Amendment, such law shall not
be invalid by reason of ita antlcipa-

Section 2. The foregoing Consti-
tutional Amendment shall be sub-
mitted to a vote of the qualified elec-
tors of the state at an election to
be held on the first Saturday after
the first Monday in November, 1968,
at which election all ballota shall
have printed thereon the following:
