changes over the years.”
The USPS has the largest ci-
vilian fleet in the world.
“The USPS receives zero tax
dollars from the government,”
said Hayes. “We are at the mer-
cy of Congress.”
Access to computers, internet
and iPhones (just to site a few
examples) along with online
bill paying and newspapers are
just a few contributors to the de-
cline in the postal service, said
Hayes.
He also explained the recent
push to cut Saturday letter and
flat delivery service and how it
would have saved nearly two
billion dollars; however, Con-
gress stopped it from happening
fearing medication delivery de-
lays. Yet, one of the biggest hits
to the profit margin of the USPS
was Congress prefunding of
health benefits for retirees in
2006.
In the last six years volume
for the USPS has declined al-
most 30 percent resulting in the
consolidation of post offices.
Lake Creek, Enloe and
Ben Franklin Post Offices are
only open for two hours a day
at staggered time slots. Hayes
said beginning in June 2014

Hayes took over the Post-
master position in Cooper in
January of 2007 from his po-
sition as supervisor in Paris.
With the current barcoding
system, the mail is sorted in
Coppell and returned to Coo-
per in walking sequence in 15
manageable trays.
“I love my job,” said Post-
master Hayes. “The outlook for
the Cooper Post Office looks
good and seems safe [from the
cutbacks of the USPS].” Hayes
performs duties as administra-
tive officer for seven post of-
fices in Delta County.

Felony Theft Arrest
The Delta County Sheriff’s Office reported
an arrest was made on April 19, 2013 for felony
theft of property. The theft was discovered in
Klondike, Texas on February 19, 2013 when
Deputies and the Constable were dispatched
to a suspicious vehicle on private property
in Klondike. When officers arrived they
discovered two suspects and their vehicle stuck
in the soft mud. Upon further investigation the
owner reported several items stolen including
several batteries. Significant damage was also
discovered from the process of stripping copper,
aluminum and other metals.
Both suspects were questioned, however
since no stolen property was discovered in their
possession and their presence on the private
property did not meet the statutory elements
of criminal trespass both were released after
questioning with citations for destruction of
property and possession of drug paraphernalia.
As a follow-up to the investigation Sergeant
Charla Anderson contacted several area metal
scrap yards and several batteries stolen from
the property were discovered at New Phoenix
Recy cycling in Greenville, Texas. The
batteries were recovered and identified by the
owner. Additionally, receipts related to the
sale and video of those selling the property
was recovered. Upon further investigation by
Investigator Charles Hereford statements and
additional evidence was discovered that linked
a local resident to the theft and distraction of
the property.
Joey Wilson was charged with the crime and
taken into custody on April 19, 2013 for felony
theft of property.
Sheriff Ricky Smith stated, “We have
encountered several thefts in Delta County
over the last few months and the Delta County
Sheriff’s Office is committed to an effort to hold
those responsible for thefts accountable. Those
stealing property in our county are going to be
caught and we wifi seek significant punishment
for these type crimes.”
