There will be an election for City Council. Incumbents
Scott Stephens (Place 5) and Bill Ezell (Place 1) are unop-
posed. But, Russell Martin (Place 3) will have Rick Daniel
as an opponent.
The current city council for 2013-2014 will be Thomas
Muir (Mayor), Ezell (Place 1), Gary Bilyeu (Place 2), Allen
Chick (Place 4), Stephens (Place 5) and Martin or Daniel
(Place 3).
Last Friday was the final day to sign up for city council
and school board. Early voting for the city election will
begin April 29 and will end May 7, 2013. Election Day is
May 11,2013.
No election will be needed for school board. Ken
Scribner (Place 4), current vice-president of the board and
Cristy Koonce (Place 5), board president will remain unop-
posed. The board will remain the same for 2013 until May
2014. Up in 2014 will be places held by Ralph Amyx, Jim-
my Howard and Brad Watts. Russel CeBallos and Kevin
Polk’s places won’t be up until 2015.
Sanger ISD has filed the paperwork to cancel the elec-
tion in 2013. See page 4:

mal control services over
to All-American Dogs in
late September, city offi-
cials are satisfied with the
first three-month eutha-
nasia and adoption rates.
However, officials
said the real test would
come in spring and sum-
mer, when stray animal
numbers are historically
higher.
From November
through January, All-
American Dogs officials
reported they euthanized
one animal in January
out of the 56 dogs and
cats impounded within
the same three months.
“Their numbers look
good and I am pleased,”
City Manager Mike Brice
said.
The council agreed
to review rates every
three months, but Bob
Matthews, All-American
Dogs president and own-
er, told council members
last fall not to expect to
see positive results for at
least six months.
“They will probably
be higher than we like,
but that’s typical,” he told
council members in Sep-
tember.
Matthews said it
takes time before a shel-
ter can transition and ex-
pand into a new city, but
officials agree, so far, that
All-American Dogs is off
to a good start.
And as a part of the
city’s contract with Mat-
thews, the council agreed
to help shelter officials
expand their kennel space
to avoid unnecessary eu-
thanasia during the spring
and summer months.

agreed to contract with
All-American Dogs in
the fall with hopes to im-
prove adoption rates and
decrease euthanasia rates.
Of the 56 animals im-
pounded from November
through January, four re-
main. The other animals,
except the one that was
euthanized, were either
adopted or retrieved by
their owners.
