Haskell County Commissioner Ray
Perry, have been named co-
recipients of the 1991 Conservation
Rancher Award by the Haskell
County Soil and Water Conser-
vation District.
The Perrys will accept the honor
during the district awards banquet
at 7 p.m., Tuesday, April 30, at the
Haskell County Civic Center in
Haskell.
The Perrys own and operate J.R.
Perry Farms, a wheat and livestock
operation in the Paint Creek area
and at locations south and southeast
of Lake Stamford.
“We couldn’t be more pleased and
honored to be chosen for this
recognition,” the younger Perry
said. “Certainly, there are many
deserving in Haskell County.
“I’ve spent my life watching and
learning as my father cared for our
land — land that my great-grand-
father tended more than a hundred
years ago,” the younger Perry said.
“I learned early on that agri-
culturists are the original stewards
of the land. We know firsthand how
critical it is that we conserve and
enhance its productivity.
“It’s a lesson I am now teaching
Perry Farms in improving range-
land resources. To care for their,
land, the Perrys have developed
waterways and terraces on cropland
to control soil erosion. To increase
production, they have seeded to

On Saturday May 4 we will be
electing three members to the
Boerne Independent School District
Board of Trustees. When we elect
our Board of Trustees we are
entrusting the quality of our
children’s education to them.
They are responsible for the fiscal
security of the School District,
providing quality professional ad-
ministrators, teachers, coaches and
staff personnel, providing facilities
that are inducing to quality learning
and enforcing the policies and
procedures under which our school
district operates.
With this responsibility we have
given them the authority to
establish a fair and equitable budget
to determine who our adminis-
trators, teachers, coaches and staff
personnel will be, to decide the
quality and type of learning
facilities we have and to establish
the policies and procedures under
which our School District operates.
The education of our children is
too important for us to accept
anything but the best. The learning
experience we provide through our
schools is irreversible. The knowl-
edge they acquire in the class room,
the experiences gained during
extracurricular activities and the
examples of right and wrong, self
conduct and personal morals and
pride learned from our adminis-
trators, teachers, coaches and staff
will remain with them the rest of
their lives.
However, the final responsibility
is ours. Our vote will determine who
will assume these responsibilities
and to whom we give the authority.
We must determine in our own
minds which candidates are com-
mitted to the type and quality of
education we expect from our
schools and will use the authority
we grant them to establish a fair
and equitable budget, provide the
best professional personnel avail-
able, and provide the facilities and
learning tools necessary to achieve
that degree of excellence.

For several years I have followed
the actions of the Boerne
Independent School District Board
of Trustees. Audit reports showed
the district headed towards bank-
ruptcy and indicated poor financial
business procedures. We had two
failed bond elections even though
there was a need for some
permanent construction. I saw the

Files Lawsuit
AUSTIN-A Comfort couple whose
daughter was found dismembered
and burned to death last year near
Kerrville has filed suit against the
Texas Department of Mental Health
and Mental Retardation for releas-
ing the accused murderer.
James and Genevieve Clark,
parents of Rebecca “Becky” Ligon,
seek damages for the death of their
daughter, formerly of Boerne,
alledgedly at the hands of her
estranged husband, Gary Ligon.
The couple filed the lawsuit last
week, naming the TDMHMR and the
Kerrville State Hospital as defen-
dants, for releasing the suspect
despite a review board’s decision
that he was dangerous.
