AUSTIN — Agriculture Com-
missioner Rick Perry has issued a
call for state and federal assistance
in responding to the presence of
'Africanized Honey Bees in the
Lower Rio Grande Valley.
The USDA had previously
announced plans to assist in locating
and controlling just the first five
AHB swarms to arrive in Texas.
That threshold was reached last
week.
“The Africanized Honey Bee is
not just a Texas problem; it is a
national problem,” said Perry. “The
economic threat of the AHB is

We, as a collective student body, have witnessed lack of progress by our current board. We feel this is due to lack of
positive direction, organization and unity. Over the last 3 years, one person has established herself as a leader in all of
these areas-PAMELA PLUNKETT. Some of her accomplishments are supporting a strong college prep program at the
high school, being the leading advocate of adequate classrooms and reasonable class sizes, supporting and voting for
Special Education programs, and having a strong history in dealing with community youth. For these reasons, WE
SUPPORT MRS. PLUNKETT and her efforts with S.E.E. (Supporters for Excellence in Education) to increase
educational excellence within the Boerne school system. We, as Boerne students and members of community and
school service organizations, proudly sign on with Mrs. Plunkett to support our own scholastic futures and for the

The Kendall County Taxpayers League was formed in 1985 by concerned citizens who believed that the
appraised value of property in the county and the Boerne Independent School District was artificially inflated.
The League felt that the Appraisal District was inflating appraisals in order to provide extra tax revenues for
the City of Boerne, the Kendall County Commissioners Court and the BISD. After six years of active League
effort, the Kendall Appraisal District is now considered one of the fairest and most accurate in the state. The
KCTL is very proud of the KAD. The League will continue to offer help and advice to any property owner who
feels an appraisal is out of line with the community.
Last year, the KCTL became aware of a Texas Water Commission plan to establish bureaucratic Water
Districts with taxing authority all ovei the state. You might have seen articles in recent papers by the League
to inform the public. The League now leads the fight within the entire state to insure that a land owner will
continue to have rights to capture and use the water under his/her property without paying additional tax or
water rates.
Three years ago, the KCTL began to realize that the BISD Board of Trustees had become an unquestioning,
high spending, rubber stamp entity that had completely lost sight of education as the primary priority of the
school district. Sports and flagship campus bond elections became the primary concern of the Board and the
administration. Over the last three years, the League has supported and worked for the election of highly
motivated, experienced and honest trustees. They have, under the presidency of "Corky" Corcoran, returned
the Board to one of fiscal responsibility, integrity and genuine concern for academic standards. Every time the
KCTL has chosen a candidate to support, it has made it crystal clear and here again makes it public, that
League support is always given with no strings attached. The KCTL believes that when you support and vote
for outstanding citizens, with no ax to grind, only good things can happen. If you have any questions, just
read the short sketches on "Corky" Corcoran, Dave Weilert and Fred Niccum below. These are outstanding
citizens of the community who think and act using their own best judgment. When these super people join
the BISD Board of Trustees, a golden age of education will begin to return the BISD to the high scholastic
standards and reputation it enjoyed in the past. Please get out and vote for "Corky", Dave and Fred and be a
part of the solution. Voter apathy is the greatest danger of a free society.

account the expenses and sale charge associated with each Trust unit as of 48/9 i . Series TA id There can be no assurance that the ELTR will be realized in the future. The
maximum sales charge for Trust Units is 4.9 of the public offering price.

swarms. Perry took that action
following a request for additional
assistance from the Texas Agri-
cultural Experiment Station at
Texas A&M, the state’s lead agency
in the enforcement of Texas bee
laws.
Perry also called on the Texas
Senate to approve and send to the
governor an emergency $197,000
appropriation to the bee program.
That appropriation has already
passed the Texas House of
Representatives, said Perry. “As I
said before, there’s no stopping
these bees.

As the current President of the BISD
Board of Trustees, CORKY CORCORAN
has initiated community participation and
support of the budget process. This has
led to a more simplified budget which is
readily understood by all who are seeking
information on district expenses and spen-
ding.
He established a facilities and planning
committee composed of all facets of the
community. This committee has studied
and reported on solutions to meet the
needs of the District, both short and long
term.
He has instituted a special education
committee to deal with the many pro-
blems and needs of this most important
part of our overall educational picture.
His leadership has re-established
credibility of the Board through a free ex-
change of ideas between the Trustees,
employees in the District and the com-
munity. As Board President, he has in-
stituted programs to provide more detailed
Eand timely information to Board members
upon which to base important decisions.
CORKY, Martha and their five children
have lived in Boerne 18 years. Ali of the
children have graduated from Boerne High
School and still live in Boerne.
CORKY is a member of the Boerne
Library Board, a past president of the
Athletic Booster Club and has participated
as the announcer at Greyhound Stadium
for the past 14 years. He is a member of
the Boerne Village Band and has played in
the Cibolo Six since their beginning in the
Boerne Benefit Theater.
CORKY retired from 3M Co. after 26
years in their Pharmaceutical Sales Divi-
sion. He is presently employed as a Prim
Time Pharmaceutical Rep for Marion Mer-
rill Dow. His prior work experience in-
cludes a tenure as a classroom teacher in
the North East ISD. He graduated in
Business from St. Mary's University and
completed the necessary education for
certification in the classroom.

DAVE WEILERT enters the BISD
Trustee election with a long history of
community service centering around
young people. He has served on the cur-
rent BISD Facility Planning Committee,
giving him an insight into the challenges
facing the BISD over the next few years. If
elected, he will face these challenges in
the best interest of the students in the
district.
He is employed at USAA as a Staff
Systems Programmer in the Information
Services Division.
DAVE and Jeanie have three daughters.
Jami attends Boerne Elementary, Kelli is at
Fabra, while Linzi attends St. Albert's Early
Learning Center.
Involvement in parent/teacher organiza-
tions began for DAVE when Jami entered
school in 1987. He is currently President of
the Fabra PTO.
DAVE and Jeanie are active in church
activities. Currently they co-chair the
Welcoming Committee and assist in the
Married Sponsor Couple Program. They
also teach religious education classes for
high school sophomores in their church.
DAVE WEILERT'S sound business prac-
tices and willingness to help children of all
ageswill be a positive addition to the BISD
Board of Trustees.

FRED NICCUM is a man with wide ex-
perience in education and community in-
volvement. His election to the BISD Board
of Trustees will help insure education for
the district's children will continue to im-
prove and be implemented in a fiscally
sound manner.
FRED received a BS from Howard
Payne University and earned a Master of
Education degree from Sam Houston
State University.
He and Sharon have one son graduated
from Boerne High School, one son in
elementary school and another son not of
school age.
While living in the Houston area, FRED
was employed in the public school
system. He has taught science and
physical education, served as a truant of-
ficer, athletic coach, and administrator. His
last position was that of Assistant
Superintendent. He has also served as a
School Trustee.
Returning to San Antonio, where he
grew up, FRED served as
Superintendent/Administrator of a
children's home before opening his own
business, Olympic Printing.
FRED has served as Director and Presi-
dent of the Greater Boerne Area Chamber
of Commerce. Currently he is Chairman of
the City of Boerne Planning and Zoning
Commission and Director of the Kendall
Appraisal District.
If elected, FRED NICCUM will work to
maintain and strengthen local control of
our schools, maintain strong discipline
policies, employ the best teachers and ad-
ministrators for the district, make wise use
to tax dollars, and improve interacation
and communication with citizens and
organizations.
