no infusion of more money.
Again, Medicare patients represent
nearly 80% of our present income.
The federal government sets the
prices it will pay for certain pro-
cedures. These amount have been
downgraded, nearly on an annual
basis. The hospital is taking in
about 1 million dollars less this
year than two years ago...for the
same services. Llano Memorial
cannot continue this drop in in-
come, even if it is Medicare mon-
ey.
We already have, what I see, as a
hospital authority, and they do not
have the authority to tax. The ques-
tions is one of enormous amounts
of money. The hospital here in
Llano had gross revenues last year
of about 7 million dollars. A ten
percent decrease in revenue becomes
a lot of tax dollars.
What are the obligations of the
county government, and the people
of Llano County, once this is ac-
complished? We are all responsible
for the hospital. But, it is my un-
derstanding the new facility will
have to stand on its own. The
money borrowed will have the new
facility as collateral. One director
told me that the Llano Hospital
would not be used as collateral, but
its accounts receivable would be.
In other words, its’ income stream
will have to be pledged toward the
new facility. Also, a separate board

would run the new hospital and Mr.
Perisi said he would not be part of
that board. The Marble Fails board
would report to the Llano board.
How was the county property
transferred to the hospital authority
without a vote of the people? The
county has the authority to transfer
any of its assets. Remember, we
live in a republic, not a democracy.
We have elected officials that are
voted on. Not every issue that
comes up gets a vote. The county
would need to set an election for
such a vote by the people; and the
hospital authority, right now, does
not have the authority to tax. They
would have to have an election.
How will money be raised? Will
we vote on bonds to take our re-
sources to another county? There
will be no vote. The money will
be borrowed and the money loaned
to our hospital, will be loaned only
when a lender believes this is a vi-
able and working project. One that
makes money and can pay for it-
self. No bank or banker will loan
money on this project unless they

are positive this is a money mak-
ing project. Also, there is no
money that will be grant money. ‘
This will be a loan.
Bottom line, this is a very com-
plex issue. The Llano Hospital is
at a crossroads. There will be
another hospital built in Marble
Falls. Llano can do it, or another
hospital will do it for one reason.
They, like Llano, see the demo-
graphics and those numbers say
that a hospital in Marble Falls will
be a success. Should another hos-
pital go to Marble Falls, Llano
revenue would likely drop by about
30%.
Next subject, and on a lighter
side, you must see the new
brochures put out by the Llano In-
dependent School District. ‘They
are beautiful, well done, and give
very important information to new-
comers looking at Llano as a place
to move with their kids. Pick one
up at any real estate office or the
Wildlife Sportsman. Great idea by
someone.

27, at the Waldrope-Hatfield-
Hawthorne Chapel for Ardell
Wilson Lackey, 74, of Llano, TX,
with internment in the Llano City
Cemetery.
She was bom April 21, 1925 in
Llano County, and died November
25, 1999 in Killeen, TX.
She was a lifetime resident of
Llano, TX where she was a
homemaker.
She was preceded in death by her
first husband, Bart Lucas, her
second husband, Pete Lackey, two
sisters and one brother.
Survivor; include her sons, David
Lucas of Killeen, TX and Kenneth
Lucas and wife Karolyn of Llano,
TX; sisters, Lola Ashby of Llano,
TX; Ona Gellerman of
Fredericksburg, TX and Vera
Kneese of Houston, TX; brother
Marshall Wilson of Fredericksburg,
TX; and two grandchildren, Kreg
Inman and Kristi Lucas.
Pallbearers were Tim Schimmels,
Jerry Ashby, Chet Wilson, Ronnie
Wilson, Darrell Wilson, 'Lou
Warren, Dennis Imel, James
Bierschwale and Shorty Gellerman.

Bluffton Cemetery for Maggie Faye
Newsom, 78, of Kingsland, TX,
with Brother Eugene Greer
officiating.
She was born March 26, 1921 in
Burnet County, TX, and died
November 28, 1999 at home in
Kingsland, TX.
She married W. H. (Newt)
Newsom in Alvin, TX, June 28.
1965. '
She had lived in Kingsland since
October of 1982 coming from
Algoa, TX. She was the daughter
of John Franklin Davis and Martha
Jane Arnold Davis.
Survivors include her husband, W.
H. (Newt) Newsom of Kingsland,
TX; daughter, Jane Patterson and
husband Tommy of Kingsland, TX;
sons, Victor Whitley and wife Terri
of Grand Prarie, TX and Frank
Lilley and wife Judy of Kingsland,
TX; step-daughters, Louella
Hermes and husband Butch of
Sweet Home, TX; Sandra
Woodward and husband Bobby of
Angleton, TX; Karen Sue Rhoads
