Fal Disaster Aid Sought For
Grain Crops in Coastal Bend
South Texas Cotton and
Grain Association has asked
President Nixon and Secretary
of Agriculture Hardin to
authorize full disaster benefits
for the drought-stricken area
served by the 20-county
producer association.
‘This drought could mean a
loss of several million dollars
in each county,” Robert W
Heard, executive director,
said. “If present conditions
prevail, farm and ranch in-
come could easily be cut by a
hundred million dollars or
more in our association area.”
. “In addition, this will mean a
loss of millions of dollars in
agricultural sales by
businessmen throughout the
region," Heard commented.
“Think what this will do to
the farmer, as well as to some
of the rural communities that
rely almost entirely on the
agricultural economy,” he
added. “Some assistance will
certainly be needed to main-
tain the agriculture economy
until it can recover from this
severe setback. ’
Heard points out that the
drought is made even more
severe since many farmers
have already experienced two
bad years due to adverse
weather conditions.
The request for diaster aid is
“not asking for a handout,”
Heard commented, noting that
the farmer is primarily in-
terested in staying in business
and many will need some
assistance in obtaining loans to
continue their operations.
“We do want to recognize
and acknowledge the USDA
forgiveness of penalties on
payments for failed acres due
to drought conditions/’ he said

association and others and no
doubt should be of financial
benefit.”
“The type of aid we are now
asking for is not unlike that
provided for an area hit by a
hurricane or other natural
disaster,” Heard noted.
South Texas Cotton and
Grain Association and the five
other commodity groups that
make up the Texas Association
of Cotton Producer
Organizations (TACPO) have
formally requested additional
aid for the state's drought
stricken areas Woodrow W.
Hart of Sinton, STCGA
chairman of the board, also
serves as chairman of the
TACPO group.
Most disaster designations
that have been made up to now,
Heard said, may have “good
appeal from a political stand-
port, but they are not very
meaningful to our farmers.”
Basically, he said, the
producer organizations want
the Ninon Administration to uu
three things:
(1) Extend grazing and
haying privileges on set-aside
acreage past the June 30
deadline and to add irrigated
acreage to the designation.
(2) Make available all
emergency loans possible to
the agriculture community —
and not just farmers and
ranchmen — to help overcome
the hardships caused by the
drought.
(3) Authorize full emergency
assistance under the Office of
Emergency Planning that
would open up other avenues to
help communities hard hit by
the drought.
Heard said the state’s
congressmen and senators
have also been contacted
concerning the inadequacy of
the drought aid that has been
authorized up to now.
The time element on the set
aside grazing prevision makes
it practically useless to South
Texas fanners. Heard points
out, and regulations on ob-
taining feed purchase and hay
transportation assistance are
so stringent that they too are of
little benefit to most fanners
and ranchmen
“Many row crop farmers
could possibly benefit from an
extension on the usage ot set
aside acres,” Heard said,
“espeeialiy if we get some late
spring rainfall.”
