Burglarized Friday

On Friday night, August 16, someone broke into the RISD junior
high counselor’s office and stole $200.00 in Coke machine
money, according to school officials. Then the person or persons
proceeded through the offices to a hall near Principal Smith’s of-
fice, which was locked. Some stools were stacked together to al-
low the perpetrators) to remove a ceiling tile in the hallway,
crawl through the space in the ceiling, ana remove a ceiling tile
in the junior high/high school office to gain entrance. The office
was ransacked but nothing was taken, according to school offi-
cials. How the person or persons involved gained entrance into
the main school building is not know at this time.
OFFICE BURGLARIZED-Pictured is the door to the junior
high counselor’s office which was burglarized on Friday night.
Approximately $200 in Coke machine money was taken.

Conduct Budget
Hearing
The Rains Independent
School District Board of
Trustees will conduct a public
hearing for the purpose of
adopting the 1996-97 budget on
Friday, August 30, 1996, at
6; p.m., at the administration
building.
Hobbs Reunion
The second Hobbs reunion
will be held Saturday, August
24th, at the Rains County Fair-
grounds beginning at 10 a.m.
Friends and relatives are invited
to come and enjoy a day of fel-
lowship and good food.

The Rains ISD board of trus-
tees met in regular session at
7:00 p.m. Tuesday, Aug. 13,
with all members present. The
meeting was called to order by
president David Nifio.
Shirley Hooten addressed the
board during open forum in
concerning the need for an as-
sistant band director. She went
over the many accomplishments
the band achieved during the
past year and asked that the
board consider hiring an assis-
tant for Mr. Ragan. At the con-
clusion of the executive session,
the board voted to hire a non-
certified band assistant.
Approval of the campus plans
was on the agenda once more,
having been tabled at the two
previous regular meetings.
Superintendent Dr. Harrison an-
nounced that the high school
Campus Performance Objec-
tives Committee (CPOC) needs
to meet with him before the
plans are approved since there
are several discrepancies which
need to be resolved regarding
campus and district responsibil-
ities; also, the $1200 above base
pay needs to be in the district
plan, not the campus plan since
it is the board’s responsibility.
There was also one item in the
junior high plan and one in the
elementary plan whichnefeds
clarification. Harrison stated, “I
understand some of the CPOC
members met with some of the
board members. If they have the
lime to meet with the board,
they should take the time to
meet with me.” Motion carried
to table this item, with Mickey
Cooper abstaining.
The board voted to apprpve
the Local District Opdatb as
submitted by the Texas Associa-
tion of School Boards (TASB)
regarding planning and deci-
sion-making process. Motion
carried with Groves abstaining.
High school principal Terry
Smith presented a recommenda-
tion tor the extracurricular
handbook subcommittees, as
follows: three members for a
band subcommittee, made up of
the band director, a band stu-
dent and the band booster presi-
dent; three members for a
cheerleading subcommittee,
made up of the cheerleader
sponsor, a cheerleader, and a
cheerleader’s parent; eight
members for an athletic sub-
committee, made up of the ath-
letic director, one girls’ coach,
one boys’ coach, a female ath-
lete, a male athlete, the athletic
booster club president, a parent
of a male athlete, and a parent
of a female athlete. The sub-
committees will meet and report
back to the committee. The fi-
nalized handbook will later be
presented to the board for ap-
proval.

have the tax district collect their
taxes for 1996. this will reduce
the school’s co.« from $15,146
to $7,573 (eacfi oaying half).

The board approved the
ETETI purchase agreement for
curriculum »in the amount of
$7,200 and $2,500 for scanner
and supplies that go with the
program for a total cost of
$9,700. This is a one-time cost,
but the district will be responsi-
ble for updates and supplies.
Also approved by the board
was the Texas Educational Con-
sultative Services, Inc. (TECS)
contract for annual maintenance
fees in the amount of $11,242.
Two hardship student trans-
fers were presented to the
board; however, Dr. Harrison
recommended that the board not
approve additional transfer stu-
dents for junior high and high
school because of large enroll-
ment of students ana limited
classroom spcce. Harrison ex-
plained that the first-day enroll-
ment was 1325, up 42 from the
first day of school last year. He
said enrollment generally in-
creases 35 to 40 kids in the first
two weeks. - - .
After discussion, a motion
was made by Cooper to deny
the two hardship transfers.
Motion died for lack of a sec-
ond. A motion was then made
to deny hardship transfers for
the 1996-97 school year. Mo-
tion failed with a tie vote, with
Huizar, Busby and Cooper vot-
ing for; Wallace, Lively and
Groves opposed.
Another motion was made to
table the hardship transfer issue
for discussion in executive ses-
sion and vote after executive
session. Motion carried with
Cooper voting against.
The board approved the prop-

Crash Sends Five to Area Hospitals

A 1992 Silverado pickup dri-
ven by Charles Hunter of
Emory was traveling south on
Hwy 69, Ttiesday afternoon at
about 7 p.m., when it collided
with a Sierra Cutlass Oldsmo-
bile driven by Courtney Ingram
of East Tawakoni, traveling
north on Hwy. 69. Miss Ingram
was attempting to make a left
turn into the Texaco Station,
and turned into the path of the
on-coming truck, according to
DPS officer,Paul Starnes.
Miss Ingram was the only
person in the Oldsmobile, but
Nita, and Roosevelt Ross. All
were transported to a hospital
by ambulance. The extent of
their injuries was not known.
The Rains County Sheriffs
Department, the Emory Volun-
teer Fire Department and Rus-
sell Ambulance responded to the
call.
The fire department was
called out to a structure fire
near Alba while working this
wreck. They did a fantastic job
of covering all areas in spite of
the pressures.

monthly meeting during the
noon hour on Thursday, Aug.
15, at Emory City Hall with 12
members and guests present.
President Rubye McKeown
opened the meeting. The min-
utes of the previous meeting
were read by secretary Doris
Wilson and approved as read.

Collecting to RCTAD
The Rains County Commis-
sioners Court met in regular ses-
sion on August 13, 1996, with
the following members of the
court present:
Commissioners Jimmy Rob-
erts, William Potts, Gary Bishop
and Rayford Briggs, and County
Judge Diana Fleming.
Others attending included
Edward Toles, Bobby Sisk, Bar-
bara Clifton, Paul Cason, Lou-
dele Dowdy, Darlene Blanton,
John Hitzfeld of Nichols Ma-
chinery, Chester Helt of 911
addressing, Covey Griffin of
Griffin Securities, Richard Wil-
son, Rains County Sheriff and
Teresa Northcutt, County Trea-
surer.

The court approved the coun-
ty treasurer's monthly financial
report.
John Hitzfeld of Nichols
Machinery made a presentation
to the court, presenting a video
regarding a pug mill. No action
by the court.
Mr. Chester. Helt appeared
before the court announcing that
a 100% funded grant had been
approved for the 911 addressing
system
Covey Griffin made a presen-
tation with a handout of the job
estimate to purchase a security
system in the amount of
$1,122.90. The court tabled the
matter.
The court approved payment
to Quinlan-Point Funeral Home
in the amount of $450 for the
indigent burial of John Henry
Cade.
The court approved bond for
Mary Gamer, reserve deputy.
The court voted to return tax
collections to the appraisal dis-
trict for the purpose of collect-
ing taxes for the fire district and
for Rains County.
The court adopted an option
of $3,000 fixed amount for
computer set-up in county delin-
quent tax collections.
The court voted to leave the
county's participation in retire-
ment program at the present 7%
contribution.
The court voted to change the
vested years to eight years
instead of ten years, thus caus-
ing the present "80 Rule" to be
decreased to "75 Rule” for a
combination of age and service.
The court voted to place the
audit for 1996 out for bids for
FY 1996.
The court voted to release to
Alba-Golden School District the
amount of $1,173.15; and
has already been presented to
some of the officials in Point for
their approval; however, the
chamber needs to find someone
to paint the signs at a reason-
able cost.
McKeown reported that the
ribbon-cutting at Bent Tree Mo-
tel was held Sunday, Aug. 11.
There will be another ribbon-
cutting at 3:00 p.m. on Aug. 22
at Franklin National Bank and
urged all directors to be there.
Elizabeth Barfield, County
Agent-HE, reported that a group
of 15 dairymen from New Zea-
land will be visiting Rains
County on Oct. 8th as part of a
tour of several states. Rains
County will be the only stop
being made in Texas. We will
have more about this later.
McKeown reported that we
have the prospect of a Bill Dol-
lar Store coming to Emory. It
requires a minimum of a 6,000
sq.ft, building, which there are
none available at this time;
however, a local citizen has ex-
pressed interest in building a
building for this endeavor. The
plans and specifications are in
nispossession at this time.
Tne matter of Eagle Fest ’97
was discussed. The board vot-
ed to endorse Eagle Fest ’97
and to take out a quarter-page
ad in their new brochure.
The scenic improvement
committee reported that the
crape myrtles set out by the
chamber are doing good and
suggested the chamber set out
more. This will be checked out.

were passed out. These forms
will be given to local fanners to
see if they are interested in
planting specific crops to sell in
the event a farmers market is
established.
